American Airlines Cargo Requirements – Last updated: September 20, 12:00 p.m. CDT
Effective as of September 23, 2024
The U.S. Government issued new requirements for cargo shipments on passenger carriers traveling to or through the United States and originating in one of the countries designated by the U.S. Government. These requirements mandate that cargo may only be tendered from shippers with whom the forwarder has an Established Business Relationship (EBR). To comply with this requirement, for all shipments departing on or after September 23, 2024, American Airlines Cargo forwarding partners must confirm they have verified that all shipments are from shippers that meet the new EBR criteria as detailed below.
Please review the below information carefully and provide the required confirmation beginning September 23, 2024, in order to avoid shipments refusal.
With each Master Air Waybill (MAWB), the forwarder must provide confirmation that it has verified that all shippers associated with the MAWB meet at least one of the following EBR criteria:
1. The shipper is a Known Consignor under the security program of a national authority
2. The shipper has an account with the forwarder that was established prior to September 2, 2024, and contains at least one of the following:
a. The shipper's shipping and billing address and documented payment or credit history
b. Documented sales history, including any relevant contacts or activities
c. Other documented business correspondence or records
3. For shippers who became customers after September 2, 2024, the forwarder must have records of the following information:
a. A business or corporate registration certificate, license or record
b. Business or corporate information, including name, address, phone and email
c. Contact information for an authorized point of contact for the account
d. Payment information (e.g., a corporate credit card)
e. A signed contract between the shipper and the forwarder
To meet this requirement, forwarders must submit, with the manifest documents at time of acceptance, their confirmation via this Freight Forwarder Declaration form. Beginning September 23, 2024, shipments tendered to American Airlines without the required EBR confirmation will be refused transport, in accordance with these new U.S. Government regulations.

The United States Government (USG) has issued new data requirements impacting shipments traveling to or transiting through the United States (US) from anywhere in the world. In accordance with these requirements, we ask that customers include all data elements below in the transmission of both FHL and FWB messages sent to American Airlines Cargo;
1. Shipper Account Name (SHP or ESA if different)
2. Shipper Phone Number (Table 11 SHP)
3. Consignee Phone Number (Table 12 CNE)
4. Shipper Account Number (ACT)
5. Shipper Account Issuer (ISR)
6. Shipper Email (EML)
7. Consignee Email (EML)
Please be advised that the USG has also communicated that an additional six data elements will need to be transmitted to ACAS in the very near future once IATA has finalized messaging standards. These data elements are as follows:
8. Shipper Account Type (ACP)
9. Verified Known Consignor? (KP) This is a Y/N upon submission
10.Shipper Account Establishment Date (EST)
11. Shipper Account Billing Type (BLT)
12. IP Address (or MAC Address of Shipper, Consignee, Account Creation etc.)
13. Bio Data/Proof of Identity/Document Number/Document Country

Note to Self-Filers: If you currently self-file or plan to self-file to U.S. customs authorities, you will also need to include all of the data elements outlined above in your direct messages to ACAS. We also request you send the FWB, as well as House AWB information via FHL messages to American Airlines Cargo.
